With regard to the system adopted for controlling these distilleries they are visited by Chinese plain clothes revenue officers three

The distilleries appear to conform to the regulations made by the Governor in Council on the 6th December, 1909 under Section 55, Sub-Section (c) of Ordinance No.27 with reference to Distilleries exclusively.

There is a point which, to my mind, requires to be made and that is the question of payment of duty on the output of dis- tilleries whether for local consumption and/or for exportation.

Paragraph 2 of above regulations distinctly states that all intoxicating liquors distilled with a distillery shall be stored in special enclosures until the proper duties have been paid in respect thereof.

Paragraph 5 further states that upon the issue of any intoxicating liquor from a distillery a foil and counterfoil shall be filled in giving the description, quality, quantity and price of such

liquor
